It's the 1950s, the Johnson and Nixon administrations have been administering secret operation in Laos, attempting to coerce Native communities to turn against the communist party in Laos, while also wrecking havoc through civilian bombings making Laos the most bombed country per capita. There is a mass cry to save growing refugee populations, end civilian conflict, and end

foreign involvement in the Lao

government. A quick and effective solution is required by the Lao government, but first delegates must untangle a web of secrecy, deception and corruption.
