1999: A Lunar Odyssey

32 years ago, the Outer Space Treaty was never ratified. Now, in the year 1999, 8 powers have settled on the moon. The first generation of lunar citizens is coming of age, and they are beginning to question the authority of the governments back on Earth.

Meanwhile, 8 of the largest corporations on Earth are fighting for a piece of the Moon pie and for the rights to Helium-3 (3He) extraction meant to feed the fusion reactor revolution back on Earth. Without it, Earth risks an energy collapse of unprecedented magnitude. Delegates now face a challenge: before the new millennium lunar colonies must decide on the issue of self-determination, Earth governments must decide to keep their colonies loyal and avoid the energy collapse, all while the corporations must act in shareholder primacy.
